Library Policies

Mission Statement

The Manatee County Public Library System seeks to offer all citizens of Manatee County a responsive, proactive, innovative program of library service, capable of upgrading the educational, cultural, and recreational quality of life in the community. Welcome - and let us know how we can help you.

Loan Periods

  • All "regular" books, audio cassettes, compact discs, and periodicals circulate for 3 weeks* from the day they are checked out.
  • Videocassettes and DVDs circulate for 1 week.*
  • "New" books circulate for 2 weeks.
  • Materials may be renewed once (in person, by phone, or via our website**) as long as there are no reserves placed on them, or they are not overdue.
  • Materials may be borrowed from one Manatee County public library and returned to any other Manatee County public library.


* If due date falls on a holiday, materials are due the next business day.

Library Cards

Library cards are free to people who reside, go to school, and/or work in Manatee County. Bring one of the following showing your Manatee County address to the Central Library or any of the branches:
  • Driver's License or Florida resident I.D.
  • Voter's registration card
  • Property deed or tax receipt
  • Vehicle registration
  • Lease showing rental of residence for more than six months
  • Declaration of domicile
  • Homestead exemption
  • W-2 form
  • Current letter on letterhead from employer

Parents/Guardians of children 12 and younger should accompany them as the application requires their signature. Proper I.D. is required for everyone age 13 and up; if unavailable, the Library will mail a card for address verification. Non-residents may get a Manatee County library card upon payment of a $20.00 annual fee. A one-time $100.00 donation to the Library Foundation, Inc. includes a lifetime library card. When applying for a card, applicants may also Register to Vote.

Fines and Fees

Fines:

  • ALL items except those listed below: 25¢ per item per day with replacement cost maximum.
  • No fines will be charged on new reader/literacy materials to encourage the use of these items.
  • However, damage and/or replacement fees will be assessed.


Fees:

  • Non-resident library card: $20.00 per year (2nd card, $1.00)
  • Processing fee for lost materials: $3.00 per item
  • Reference-by-mail: $2.00/$5.00 (in/out of county residents) includes first 5 pages, then 25¢ per page thereafter
  • Replacement charge for lost card: $1.00


Audiovisual and Outreach

We provide an enormous variety of "AV" materials to meet your needs. A VCR and monitor, as well as slide and overhead projectors, are available for pre-scheduled, in-library meetings. Use is subject to availability; contact the library for scheduling and other information. The Manatee County Public Library System is NOT RESPONSIBLE for any damage to your equipment through the use of library materials. The Outreach program brings library services and information to the community through Book Talks, Lectures and Slide Programs. Outreach services include book deposit collections in the local nursing homes. 

Friends

Each library has a Friends group of interested library users who support and promote the growth and development of library services for all the people in the community.

The Library Foundation

The Library Foundation, Inc. encourages support of the Library in order to fund those services not available through traditional tax base funding. Giving to the Library Foundation, Inc. will help the library achieve excellence and make Manatee County a better place to live. Volunteering at the Library

The Library has an active program for volunteers. They perform a variety of tasks: shelving, filing, typing, checking AV equipment, mending books, and more. They are used in every department and new duties are added regularly to their responsibilities. Anyone interested in becoming a volunteer should call the Library, or pick up an application at any location.

Additional Services

  • The Library System provides other special services:
  • Copy machines are available for public use at all libraries.
  • Devices to help the visually impaired are available.
  • Meeting rooms of various sizes are available at the Central and branch libraries for use by non-profit groups in accordance with policy.
  • Phonic Ear amplification system is available for hearing-impaired patrons utilizing the meeting rooms.


Reserves and Inter-Library Loans

If an item you wish to borrow is not on the shelf, you may place a reserve on that item using any Public Access Terminal in the Library or WebPAC. If the item is not owned by the Library, Inter-library Loan service supplements our collection by borrowing materials from other libraries across the nation.

Children's Services

In addition to fiction and nonfiction, the Children's Department also provides picture books, easy reading materials, reference, and magazines. Children's programming includes story hours, reading guidance, instruction in the use of the library to individuals and groups, research materials needed for school work, and special events such as summer library programs. Persons interested in current programs are encouraged to phone the nearest library for more information, or pick up a monthly Calendar of Events at the library.

Talking Books

The Talking Books Program provides recorded books and magazines to the blind and physically handicapped, free of charge. Adults and children who can read only large print materials or are unable to hold a book may be eligible. It is primarily a mail service. Medical certification is required. Adult Services

The Adult Services Department provides reference services, reader's advisory, and information programming. There are a variety of Special Collections including Genealogy, Young Adult, Florida History, Literacy, and Foreign Language materials as well as the main reference collection. Many of the basic reference services are also available at the branch libraries.

Policies Governing Internet Access

The mission of the Manatee County Public Library is to offer to all citizens responsive, innovative library services and materials capable of enhancing the educational, recreational, and cultural quality of life for its diverse community. The Library recognizes that electronic resources provide an opportunity to fulfill this mission and to expand the scope of information available to the citizens of Manatee County. In providing this policy, it has been a primary goal to provide Internet access in a manner that provides open access to all patrons, with or without library cards, without limitation based on age, proof of parental approval, or other limitations or impediments.


Due to limited resources, access to the full Internet may be limited and shall initially be made available primarily to provide:

  1. Assistance to patrons with research of an academic nature.
  2. Access to library on-line catalogs.
  3. Local newspaper indexes.
  4. Web pages of government agencies and local organizations.
  5. Government documents research.
  6. Genealogical research.
  7. Historic and scientific research.


and shall not be available for:

  1. Chat room access, e-mail or the creation of web pages.
  2. Entertainment and recreational uses.
  3. Accessing materials that are obscene, or child pornography, or materials harmful to minors as defined by Chapter 847, Florida Statutes.


Individual users shall be advised that:

  1. They are responsible for the sites they choose to access.
  2. Information found through the Internet is not guaranteed to be accurate, authoritative, or factual, and access points often change and cannot be controlled.
  3. The Manatee County Public Library System cannot monitor or control information accessed through the Internet and cannot be responsible for its content.
  4. Parents are responsible for their child's use of the Internet, and any restriction of a child's access is solely the responsibility of the parent/legal guardian.
  5. Applicable provisions of Chapters 847 (Obscene Literature: Profanity) and 815 (Computer-Related Crimes) may apply to use of or materials found on the Internet and of the potential consequences of violations of these statutes.
  6. Information received or accessed through the Internet may not be confidential.


Internet sites consistent with these policies and the priorities provided herein, and other applicable provisions of the Library's collection policies, will be added or deleted in accordance with the procedures provided herein.


The Library Board of Trustees shall approve rules and procedures required to implement the policies provided herein. The rules and procedures shall include, but not be limited to, time limitations for individuals patrons, preservation and protection of the hardware and software, Librarian assistance and patron accommodation, printing and downloading materials, and such other rules as are required to maintain order and efficiency, and may be imposed and enforced in a uniform manner.

The Library Board of Trustees shall provide opportunities for the expression of Library patron concerns, periodic review and consideration of community needs and priorities for Internet access in the Library and make recommendations to the Board of County Commissioners with respect to policies and technological changes required to establish use priorities and meet the needs of the community.

Internet users are required to abide by rules and procedures established for use of the Internet in the Library. Use of the Internet through Library access is a privilege and failure to comply with Library rules or applicable laws may result in the loss of this privilege in accordance with the procedures governing discipline for violation of Library behavior rules.
